0000177: Remove the option to select the the send tickets in the order handling page

Description

In the current system the selection when the tickets are send.
we need to clean it up by hiding the not needed selections.
So we see only the options that need to be set and make emails mandatory when needed like "paid email" for email.

Steps To Reproduce

so we get this option list by shipment method:
email :
  - order email (optional) / tickets (hidden)
  - paid email (mandatory) / tickets (send always).
  - send email (hidden)

post:
  - order email (optional) / tickets (hidden)
  - paid email (optional) / tickets (hidden)
  - send email (optional) / tickets (hidden)

entrance, pos:
  - order email (optional) / tickets (hidden)
  - paid email (hidden) / tickets (hidden)
  - send email (hidden) / tickets (hidden)
